Police would therefore be increased by the proposed amalgama-
tion and many questions would arise which would probably
produce friction.

In my opinion, therefore, it would be
better for the Naval Authorities to improve the conditions of
service of the Naval Yard Police by increasing the pay of
their Police Constables and by recruiting the Force by men
drawn either from the Marines or from the Army Reserve.
